As a member of Hagar’s global Group Executive team, Global Quality & Compliance focal person, and Executive Director of Hagar International in Vietnam, Carol has lived and worked in the Asia region for 20 years. Today, she is providing high-order leadership and management of Hagar International in Vietnam operations, and strengthening Hagar’s global quality assurance and compliance across nine offices.
With a Masters in International Development, passion for gender equality and poverty alleviation, and high-order analytical and problem solving skills, Carol has worked across a range of different cultural, socio-political and economic environments. She established ChildFund Cambodia and Child Helpline Cambodia, merged Save the Children Australia and UK Cambodia operations, managed 350 staff and leveraged USD 30.5m to achieve organisational program goals. With extensive development and humanitarian portfolio management experience, today she leads Hagar programs, addressing the impact of human trafficking, gender-based violence, and abuse. Leading process, strategic, and technical change management Carol has right-sized organisations, expanded geographic and sector footprints, and established partnerships across a diverse range of stakeholders, including the private sector. Innovations and pilots have been profiled at ASEAN, United Nations and national government forums.
A strategic and mature leader with excellent understanding of the global and local landscape, Carol demonstrates excellent Government, civil society relations capacity. She has documented situational analysis for national governments, NGOs and networks, conducted donor and NGO project evaluations, and been invited to participate at the highest level in level in national and regional donor, government and NGO forums. Board experience includes Australia’s UNIFEM (now UN Women) committee; Cambodia’s Global Fund to fight AIDS Tuberculosis and Malaria (GFATM), and in Vietnam, the NGO Resource Centre. Across Hagar global, Carol chairs the Quality Assurance and Trauma-Informed working groups, and participates in risk management, finance, human resource task forces.
In all roles, Carol fosters a learning environment, working with team leaders to evidence quality, impact, and sustainability.
